🚀 MTender Data Server

The MTender Data Server is a reader for MCP system data that provides information on public procurement and contracts in Moldova. It allows access to structured OCDS (Open Contracting Data Standard) data via URIs or tool interfaces.

📦 Installation

To use the MTender Data Server, follow these steps:

1. Download and install Node.js and npm.
2. Clone this GitHub repository: https://github.com/yoda-digital/mcp-mtender-server
3. Run the command npm install in the project root directory to install dependencies.
4. Run npm start in the terminal to start the server. The default port is 3000.

• mtender://latest-tenders: Lists the latest tender announcements.
• mtender://tender/{ocid}: Retrieves detailed tender information by OCID.
• mtender://budget/{ocid}: Retrieves budget information by OCID.
• mtender://funding/{ocid}: Retrieves funding source information by OCID.

Tool Interfaces

The server provides the following tool interfaces:

1. search_tenders: Searches for tender announcements.
   • Supports advanced features such as pagination and filtering by date range.
2. get_tender: Retrieves detailed information for a single tender.
   • Optional output formats: full data or concise summary.
3. get_budget: Queries budget details.
4. get_funding_source: Views funding source information.
5. analyze_tender: Analyzes specified parts of a tender document (e.g., plans, bids, awards).
6. fetch_tender_document: Downloads and parses a specified tender document URL.

Basic Usage

Get the latest tender announcements

Tool Parameter Descriptions

search_tenders

• offset (optional): Pagination offset (ISO date string).
• limit (optional): Maximum number of results.
• dateFrom (optional): Start date (ISO date string).
• dateTo (optional): End date (ISO date string).

get_tender

• ocid (required): OCID value.
• format (optional): Output format, supports "full" and "summary".

get_budget

• ocid (required): OCID value.
• format (optional): Output format, supports "full" and "summary".

get_funding_source

• ocid (required): OCID value.
• format (optional): Output format, supports "full" and "summary".

analyze_tender

• ocid (required): OCID value.
• sections (optional): Specifies the parts to analyze, e.g., "plan", "tender", "award".

fetch_tender_document

• url (required): Full tender document URL.
• Returns: Parsed document content or error information.

🔧 Technical Details

Logging

The server enables logging by default. All requests and responses are logged to files in the logs/ directory. The log format is standard JSON for easy subsequent analysis.

Known Limitations

1. Data Latency: There is a certain update latency for MTender data (usually 30 minutes).
2. Maximum Concurrency: The server supports a maximum of 50 concurrent requests by default. Exceeding this limit will result in queued processing.
3. File Size Limit: The maximum parsing size for a single tender document is 10MB.
