🚀 Tender MCP: MCP Server for Turkish Public Tenders

This project creates a FastMCP server that simplifies access to public tenders in Turkey (ekap.kik.gov.tr). As a result, operations such as searching for tenders on the EKAP v2 portal, retrieving tender details, and obtaining tender announcements in Markdown format can be used as tools by LLM (Large Language Model) applications (e.g., Claude Desktop or 5ire) and other clients that support the Model Context Protocol (MCP).

• A standard MCP interface for programmatic access to the EKAP v2 portal.
• The following capabilities:
  • Comprehensive Tender Search: In - depth search by tender name/content, IKN number, tender type, province, date ranges, and 17+ boolean filters.
  • Tender Details: Retrieve full details of a specific tender (features, OKAS codes, authority information, transaction rules).
  • Tender Announcements: Obtain all announcements related to a tender (Pre - Announcement, Tender Announcement, Result Announcement, etc.) with automatic HTML - to - Markdown conversion.
  • OKAS Code Search: Search within Turkish public procurement classification codes.
  • Authority Search: Search for public institutions such as ministries, municipalities, and universities.
• Conversion of tender texts from HTML to Markdown format for easier processing by LLMs.
• Easy integration with the Claude Desktop application.
• Tender MCP also supports MCP clients other than Claude Desktop, such as 5ire.

🚀 Very Easy Installation for Non - Claude Models (e.g., for 5ire)

This section is for those who want to use the Tender MCP tool with MCP clients other than Claude Desktop, such as 5ire.

• Python Installation: Python 3.11 or higher must be installed on your system. Don't forget to check the "Add Python to PATH" option during installation. You can download it here.
• Git Installation (Windows): Download and install the git software on your computer. You should download the "Git for Windows/x64 Setup" option.
• uv Installation:
  • Windows Users (PowerShell): Open a CMD window and run this code: powershell -ExecutionPolicy ByPass -c "irm https://astral.sh/uv/install.ps1 | iex"
  • Mac/Linux Users (Terminal): Open a Terminal window and run this code: curl -LsSf https://astral.sh/uv/install.sh | sh
• Microsoft Visual C++ Redistributable (Windows): It is required for some Python packages to work correctly. Download and install it here.
• Download and install the 5ire MCP client suitable for your operating system.
• Open 5ire. Enter the API key of the LLM service you want to use from the Workspace -> Providers menu.
• Enter the Tools menu. Click the button labeled +Local or New.
  • Tool Key: ihalemcp
  • Name: Tender MCP
  • Command:

    uvx --from git+https://github.com/saidsurucu/ihale-mcp ihale-mcp
    

  • Click the Save button to save.
• You should now see Tender MCP under Tools. Hover over it and click the button that appears on the right to activate it (the green light should turn on).
• Now you can communicate with Tender MCP.

⚙️ Manual Installation for Claude Desktop

1. Prerequisites: Make sure that Python, uv, and (for Windows) Microsoft Visual C++ Redistributable are installed on your system. You can refer to the relevant steps in the "Installation for 5ire" section above for detailed information.

2. In Claude Desktop, go to Settings -> Developer -> Edit Config.

3. Add the following to the claude_desktop_config.json file that opens, under mcpServers:

🛠️ Available Tools (MCP Tools)

This FastMCP server provides the following tools for LLM models:

• search_tenders: Performs comprehensive tender searches on the EKAP v2 portal.

  • Main Parameters: search_text, ikn_year, ikn_number, tender_types, tender_date_start/end, announcement_date_start/end
  • Boolean Filters: e_ihale, ortak_alim_mi, kismi_teklif_mi, yabanci_isteklilere_izin_veriliyor_mu and 13+ more filters
  • List Filters: provinces, tender_statuses, tender_methods, okas_codes, authority_ids, proposal_types, announcement_types
  • Search Scope: search_in_title, search_in_announcement, search_in_tech_spec and 11 other different fields
  • Return Value: Paginated tender list, total number of results

• search_okas_codes: Searches within OKAS (public procurement classification) codes.

  • Parameters: search_term, kalem_turu (1 = Goods, 2 = Services, 3 = Construction), limit
  • Return Value: OKAS codes, descriptions, and categories

• search_authorities: Searches within Turkish public institutions.

  • Parameters: search_term, limit
  • Return Value: Institution IDs, names, and hierarchical information

• get_recent_tenders: Retrieves tenders in the last N days.

  • Parameters: days (1 - 30), tender_types, limit
  • Return Value: List of recent tenders

• get_tender_announcements: Retrieves all announcements of a specific tender.

  • Parameters: tender_id, include_html
  • Return Value: Tender announcements automatically converted from HTML to Markdown

• get_tender_details: Retrieves comprehensive details of a specific tender.

  • Parameters: tender_id
  • Return Value: Tender features, OKAS codes, authority information, transaction rules, and automatically converted announcement summaries in Markdown

• 1 - Goods: Procurement of materials and equipment
• 2 - Construction: Construction and infrastructure projects
• 3 - Services: Service contracts
• 4 - Consultancy: Consultancy services

API Rate Limits

This server adheres to the rate limits of the EKAP portal. Consider the following for production use:

• Request caching to reduce API calls
• Retry logic with exponential backoff
• Request queuing for high - volume usage
